Flexible Shipping (listed on WordPress.org as Weight Based Shipping Table Rate for WooCommerce) is a table rate plugin from Octolize, the shipping brand of Polish developer WP Desk. It adds a Flexible Shipping method to WooCommerce shipping zones, where you build cost rules row by row.
The free version works with cart total and order weight. You can set ranges with minimum and maximum values, add costs from two rules together, offer free shipping above a threshold, limit methods to logged-in users and give each method a title and description. A built-in “left for free shipping” notice, also available as a block, nudges customers to spend more, and a debug mode shows which rules matched.
