Self-hosted cookie consent plugin with a setup wizard, cookie scan, script blocking and generated legal documents for EU, UK, US and other…
Free Moove Agency cookie banner with script control and Consent Mode v2; a paid add-on adds consent logs, geo-targeting and an iframe blocker.
GDPR Cookie Compliance is a cookie consent plugin from London-based Moove Agency. It adds a consent banner and a cookie settings modal to a WordPress site, and lets visitors accept, reject or fine-tune cookie categories. All settings and consent choices stay in your own WordPress database, so no external account is needed.
The plugin works on a script-placement model. You paste tracking code into its Strictly Necessary, Third-party or Advanced sections, or use the built-in integrations for Google Analytics, Google Tag Manager, GTM4WP, Meta Pixel, Google Ads, Microsoft UET and Microsoft Clarity. Those scripts only load once the visitor has agreed to that category. Scripts that are hard-coded in your theme or added by other plugins are not detected or blocked automatically, so they have to be moved into the plugin’s settings.
The free plugin covers the essentials: a customisable banner with logo, colours, fonts and text; Accept, Reject and Settings buttons; consent expiry; a privacy policy link; Google Consent Mode v2; WP Consent API support; compatibility with WPML, Polylang and TranslatePress; and repeated accessibility work aimed at WCAG guidelines. The paid add-on is a yearly licence priced in pounds sterling. It adds a consent log (date, IP address and accepted categories), geo-location so the banner only shows in chosen regions, a full-screen cookie wall, an iframe blocker for embeds such as YouTube, extra cookie categories, a manual cookie declaration table, consent renewal, settings import/export, Google Site Kit integration and multisite tools on the Developer plan and above.
It suits site owners who know which trackers they run and want a lightweight, self-hosted banner with Consent Mode v2 at no cost, and who are happy to buy the add-on if they need proof of consent or regional banners. Sites that need automatic scanning or ad-tech TCF support should look elsewhere. As with any consent tool, the plugin has to be configured correctly; it does not make a site compliant on its own.
Best for: Site owners who want a free, self-hosted consent banner with Consent Mode v2 and are happy to manage their own list of tracking scripts.
GDPR Cookie Compliance is a dependable, easy banner with a useful free tier, especially for Consent Mode v2. Its manual script model and lack of scanning or TCF make it less suited to complex or ad-funded sites, and proof-of-consent logging needs the paid add-on.

Our estimate, see method below.
How we estimated this: The vendor figure (300K+) is within WordPress.org's rounding of the free installs, so it says nothing about paid sites. About 350K free installs x 4% (the usual share of free sites that also run the paid version when most features are free) gives 14K. Likely range: 7K to 28K. This counts sites running the paid version, including sites whose licence has lapsed. Estimates are rough and based on public figures as of 14 Oct 2026.
