Self-hosted cookie consent plugin with a setup wizard, cookie scan, script blocking and generated legal documents for EU, UK, US and other…
Popular Hu-manity.co banner plugin that connects to the Cookie Compliance SaaS for autoblocking, consent records, geolocation and Consent Mode v2.
Cookie Notice & Compliance for GDPR / CCPA is one of the most widely installed consent plugins on WordPress.org, with 800,000+ active installs. It is now the WordPress side of Cookie Compliance, a hosted consent platform run by Hu-manity.co. The plugin can work in two ways.
The Free plan covers 1,000 visits a month, keeps seven days of consent log history and includes Google Consent Mode, geolocation and one extra language. Once a site passes its visit limit, autoblocking and consent recording pause for the rest of the cycle. Professional costs $14.95 a month or $149.50 a year for one domain, with 5- and 10-domain bundles. It removes the visit cap and adds lifetime consent storage, CSV proof-of-consent export, Meta and Microsoft consent modes, Global Privacy Control, unlimited languages and premium support.
It suits small sites that want a familiar plugin with hosted autoblocking and records, and businesses happy to pay a monthly or yearly fee rather than manage consent data themselves. High-traffic sites on a budget, publishers needing TCF and owners who want everything self-hosted may prefer a different plugin. Configuration choices remain the site owner’s responsibility.
Best for: Small sites that want a familiar banner plugin with hosted autoblocking and consent records, and are comfortable with a SaaS subscription as traffic grows.
Cookie Notice is easy to install and the connected Cookie Compliance service handles blocking, Consent Mode v2 and regional rules well. The SaaS dependency, low free visit cap and missing scanner or TCF support make it less attractive for busy or ad-funded sites.

Our estimate, see method below.
How we estimated this: The vendor figure (235K active users) is below the WordPress.org count, so it looks out of date and we leave it out. About 850K free installs x 4% (the usual share of free sites that also run the paid version when most features are free) gives 34K. Likely range: 17K to 68K. This counts sites running the paid version, including sites whose licence has lapsed. Estimates are rough and based on public figures as of 14 Oct 2026.
